On early EMH days, does the Epcot Character Spot open at EMH rope drop? For example, if park opening is at 9:00, but EMH begins at 8:00, will the characters be available at the character spot at 8:00?

It isn't. The Character Spot will open at 9:00 am. It is, however, open during evening EMH.

Do you know if any other character meets are available during the extra magic hours?

I don't believe there are any other ones during emh besides Character spot. If it's a priority, I recommend getting a FP for it. We were there last week and the wait times consistently hovered around an hour for it.
