We will have a fastpass for Soarin... do you think we can make it to both test track and frozen with less than 30 minute line waits?

When are you going? You need to be there 30 minutes to an hour before parking AM EMH opening time, not 5 minutes before the park opens. There's also a single rider line at Test Track.

I'm answering as if you arrive at Epcot by 7:45-ish, so you will have a full hour of
AM EMH to use for riding attractions.

Do Frozen... then Test Track.
And, if you have a FP for Soarin', you'll have a full hour to use it after it comes due.
(So, you'd get to Soarin' easily, even if your FP begins at 9AM and you were a bit late getting off of Test Track.)
