Epcot after 4 ticket?

Is there still a one day ticket for after 4 at epcot? We want to go over there for dinner during our trip January.
 
According to the WDW website it is offered, but only for FL residents.

EDIT: Oops, that's the EP-after-4 AP, not 1-day - haven't seen that at all.
