Epassporte?

Someone just mentioned this to me as a way of getting dollars and a good rate, but looking at the site it's very confusing so thought I ould ask here.

From what I can gather, with this account you get a Visa electron card and can use it to pay for things and withdraw cash. I can't see any charges for this?

Has anyone got one of these? I have no idea if it's any good or not.

we use fairfx as they have good rates and we had no problems paying for this in florida
