We have a crocus holiday in all of the EU at the end of February but I see it is the 2nd highest in point use.
Why is it so much to go then? I see after Jan 1 is the lowest and we can go then but it is when we usually go on ski holiday since our school stays out a week later than most EU schools. I can't switch as everyone goes to ski on crocus holiday.
 
The time between mid-Feb and end of April has long been considered a high vacation time in the US when those who live in the regions with winter and snow take off for vacations to Florida and other warmer climate places. Much of the time is referred to as "Sprong Break" because in March and April, there are states whose school systems (or Canada for early March) that have school breaks for a week, and which states or school sytems those are changes for each particular week with a large percentage being piled into the week before and the week of Easter.

As a result, long ago (before DVC), the mid-Feb through end of April period established itself as a high demand time at WDW and a time when Disney kept hotel prices high. That concept was carried over to DVC when it started under the assumption that demand would be higher during that period and thus points requied were higher to help keep demand more balanced throughout the year. Despite that (or at least partly becuase of the high points for that period), DVC demand has actually developed to be something different since all those weeks from mid-Feb through end of April are actually low to moderate DVC demand times.

Many schools systems in the Northeast US are on holiday during the entire Presidents' Day Week (starts February 16 this year)....that generally starts the vacation busy season for families with school-age children (I know, I'm one of them!!)... thus the mid- February cut-off between Dream Season and Magic Season on the point charts.
