Employee parking lot access?

I know this is a long shot, but on another message board someone mentioned that they stayed at a motel on Ball and just walked to the employee parking lot to the tram. I thought I read somewhere on trip advisor that you couldn't acces it coming but could leaving- does anyone know what the rules are with that these days. Could make a big difference in any hotel choices on that side of Disneyland for us.
