Those were called "E-Ride Nights" and pre-dated the current PM EMH.
WDW Resort guests could buy tickets (at the resort) for $10, or so,
and that WAS considered a "private event."
But, most don't remember that this was ONLY at MK.
Well let's say we hear more of the same stories that the OP mentioned of Cast Members letting guests on attractions without KTTW cards when it's obvious they were staying offsite, would you not agree then they should tell them to leave the parks?But, for PM EMH, there are no parades and fireworks during the EMH, so there's no need to stop non-resort guests from anything but riding the attractions.

Here's an idea on EMH at the particular park, stamp resort guests upon entry, such as they do when you are leaveing the park so you can return later.

BTW, they have not used hand-stamps when you exit the Disney parks for many years.

I meant if the Cast Members were not enforcing the rules like the OP said because wouldn't the only other option be to make them leave, so we know it's only onsite guests in the parks. I look like this because all it takes is a few offsite guests to go on the attractions during PM Extra Magic Hours and some Cast Members not bothering to tell them no. So those offsite guests and Cast Members spoil it for those that just liked to walk around and shop during those times, because now they are told to leave to make the park exclusive to those staying onsite. So I think WDW should be more concered about those sneaking onto the attractions when they are not allowed and not worrying about what $ the offsite guests might spend in the parks during that time.I simply do not care if there are non-resort guests walking around the park with me during PM EMH.
If the CM's don't fully enforce the key-card rules at the ride queues, why would I expect them to fully enforce non-WDW resort guests being evicted from the park?
