EMH.Still for resort guests only?

When we were there last week @ DHS, the CM for Rockin Roller Coaster asked where we were staying, no scan. MK Saturday CM's at Buzz Lightyear weren't really checking when we walked on, the line started getting long and we overheard them asking people which resort they were staying at. All other places at MK were scanning your bands.

Are extra magic hours no longer exclusive to resort guests? We stayed until 1am at MK last night. Park closed at 11pm. EMH were until 1am. No CMs checked magic bands or were directing non resort guest out at 11pm. Back in the day you needed to show key cards to enter rides. What's controlling it now??
That's odd - we were there Saturday night (9/26) for EMH and had our bands scanned at every attraction we went to (Dumbo, Peter Pan, small world, Pirates). There was a CM outside the ride with a scanner. You couldn't get in line unless you were a resort guest. What part of the park were you in?
 

In April we were there for a EMH late at night in MK. Our experience was that as the night went on, CM seemed to be less careful about checking MBs to make sure you were staying on site. Early on, they scanned everyones band (at several rides they had handheld ones), later in the evening, we had a couple CM ask us "where are you staying" and at almost the end of the two hours, they didn't even ask or look.
 
If you have a KTTW card, it works identically to the MB and has all the same features (except the tracking), so yes, CM can scan for EMH. They've scanned ours successfully for early EMH, although they usually give us a confused look of "what is this?" first. For ride photos, you just have to tap one on the Mickey head to have it added to your account. Park photographers can tap them just like they tap a MB. For charging privileges, you usually have to tell the CM at retail checkouts to "press the MB button", because they think it's a credit card or gift card. A couple weeks ago, one said they had never seen it before and thought it was the coolest/latest thing.

Yes, it does include tracking... however, it is more limited tracking... compared to a MB. Big Disney brother still has a decent idea where you are. Every time you buy anything, enter a park, use a FP, get a memory maker photo, etc they have an updated data point on you. This, as I understand it, is about 90% of the same tracking done with magic bands. There are very few wide range scanners simply for tracking purposes in the park. Most of the wide range scanners are for specific activities like on ride photos, etc.

As for EMH, thing can happen in disney park, and enough people go on enough days for everything to happen at one time or another. As others have said, it si the exception and should not be counted on.
