EMH question

When it says "up to 3 hours later" for evening EMH, is it always 3 hours past what the official park closing time listed is? For example, on Oct. 15, the MK hours are listed as 9am-9pm, but with EMH. Does that mean they will have EMH until midnight? This may be a stupid question, but I wasn't sure when it said "up to". Thanks!

Although it could possibly be less than 3 hours, say if a hurricane was coming, the parks have always been open for 3 hours past the regular closing time.

Unless something really unusual happens if the park hours are listed as 9-9 then the evening emh would make that 9am-midnight, a morning EMH would it was 8 am-9 pm.
