Consider that (statistically) every guest in DHS will be in line to ride
Toy Story Mania
Rock'n'RollerCoaster and
Tower of Terror.

Also, since PM EMH starts so early, families can easily stay in the park until the end.
And, since Christmas Eve will see some of the highest crowds of the year at WDW...
It's busy.

BTW, it is quite possible that Disney will extend the hours as the actual dates get closer.
Figure DHS will close at 10PM, with a PM EMH running until Midnight.
