EMH and World Showcase?

I know that offsite guests can be in the park for EMH but cant ride anything. Now is the World showcase like a ride if I just wann browse thru it during an evening EMH? I mean just see the buildings and landscaping.

When we went in March, WS closed at 9:00 after Illuminations. It was not open during EMH. Sure, you can still look around, but the shops are all closed.

We were just there end of October and most stores were open. It was during the Food and Wine fest, so not sure if that made a difference. All KidCot areas were open too, if you have kids. It was a great time, the place was empty.
