EMH and MNSSHP ? about food

The day we arive at the resort (poly), it will be later afternoon. I thought we would go to MK since its EMH (sunday)
WHat counter service resurants are open? All of them? (we have the dining plan)
The next night (oct 30) we are going to MNSSHP after a 2pm lunch at epcot (Canada). We will have to have a lateish counter service dinner, what CS resurants are open durring the halloween party?
