EMH and Guest Services~ are they open?

We are going to be getting to MGM for EMH on our first night in WDW. We need to exchange our AP vouchers for AP's. Will guest service be open during EMH? We may be able to get there at 8 before MGM closes but we will be cutting it pretty close. I want know if I need to plan to drop by DTD before MGM in case guest services are not open.
