Do EE days affect crowd traffic like they do at WDW in the summer?

Usually, unless you are taking part in EE, you would want to visit another park - in this case, DCA.

Does this hold up for Disneyland? or does it not make that much of a difference?

No, there is no comparison between WDW and DLR in this area. At DLR only DL has Early Entry (EE) - DCA does not have EE.

And since DL and DCA are so close and parkhopping is free for all multi-day tix, visitors do not have to make a strong commitment to either DL or DCA. For the most part at WDW visitors need to commit to one park for the day. Yes, some park hop, but it is a minority. At DLR it is very easy to park hop. Plus DL is much more popular than DCA. Bottom line is that if you have EE at DLR you should definitely use it. At WDW it is up for debate whether to use EMH.
