Ebay Refusal Question

I have been with Ebay for quite some time as a buyer and seller. I have a little over 150 positive feedbacks listed but am still "unconfirmed" as a Paypal member. I had an auction that I won about a week and a half ago for about $25.00. I finally get an email yesterday from the seller that he can't sell to me because I'm unconfirmed. His terms stated only that he wouldn't sell to zero or negative feedback members. His feedback is only about 70 and 97%. He stated he would be refunding me 100% via Paypal which of course I haven't gotten yet. If I don't get it tomorrow I'll file a claim with Paypal. In the meantime, I'm curious if there is any recourse with Ebay - just as a warning about this seller for others?
 
Actually, if I were you, I would see why you are not confirmed with paypal yet. Because if that is his policy, you don't have much recourse.

I really don't think you can do anything since they are refunding your money 100%. Unless you don't get your money in a week or so.

How long ago did they say they would be refunding the money? If you don't get the refund by tomorrow, I would email the seller again asking when to expect the refund.

I once bid on an auction where they wanted a confirmed address. My home is confirmed, but my work address isn't. I wanted it shipped to work and said if it was a problem, to let me know and I would switch to my home address. But they didn't have a problem with it.
 
To be confirmed, don't you need to give a bank account AND a credit card? I also think you need to have used them(for a transaction) also to become confirmed with Paypal.
 
I'm not sure about the confirmed issue or why I'm not confirmed. They have banking information and credit card information as I've been using Paypal for years. I've had 200 transactions with no problem so I'm not sure why I would be unconfirmed. Additionally it never said in the terms of the auction that it was a requirement and he didn't give me the option to pay by money order considering that was the other method of payment. My impression is that this seller just thinks he will be able to make more if he relists. ::yes::
 

To be a confirmed user you have to wait for them to deposit a small amount of money in your account thn tell them how much; this "confirms" the account is yours.

It's not a big deal to get confirmed...

I usually don't but I have seen sellers who have that requirement (being a confirmed Paypal user) stated in their auction - did this one? If it did & you weren't then he can legitimately not sell the item to you.

Whether or not, if the seller is not willing to sell the item to you, then forget it. It is not worth negative feedback for a issue such as this. Is the item something that you can purchase anywhere or buy on eBay? If so, do that and move on. :goodvibes
 
I don't know why I wouldn't be confirmed as I have had the money deposited in my account. That was done when I wanted to use Paypal as a seller and had money direct deposited to my account. :confused: The terms do not state anything about the confirmed address - I have seen that before but not with this one.
 
You have to initiate the confirmation. Just go to your profile, select "street address" select the address you want to confirm, and then select the "confirm" button.

I don't think there's much you can do about the seller refusing to sell to you. You could file a non-performing seller report with eBay, but I'm not sure it would be worth the feedback you might receive. Definitely report to PayPal and eBay if you don't get your refund, though.

The seller is completely within his rights not to accept payment from an unconfirmed PayPal account. In fact, Paypal warns sellers that they lose all protection from chargebacks if they accept such payments. The seller doesn't have to state it in the ad in order to refuse unconfirmed payments.

I do think if he chooses not to accept them, he should have had his Paypal account settings so that your payment would not have gone through or stated it in his ad, but he isn't required to do either. Your refund should be immediate.

I'd email him and tell him that you expect a full refund within 24 hours, but he did nothing wrong in refusing to accept your payment.
