Ebay problem, WWYD?

I bet the extra shipping money is to cover fees as the item sold for a high price.
 
When I do a flat rate shipping, it's because I haven't boxed up and weighed the item yet. Since he put in his listing that there might be an additional fee to the East Coast, and since the additional fee is $5 and not something higher, I would mark it off as unusual but not intended as a scam. I don't think it's worth hurting him or his business over this, although I agree that someone will eventually respond with negative feedback or escalation etc.
 
If they really want it, they'll pay.

If you report to ebay, there is not much they can do (only after they get a bunch if reports will they do something).

If they didn't want it desperately they could the the seller to cancel the transaction and refund the money. If you do this sometimes the seller will say they will ship without the extra money. Sometimes they do refund.

Last time this happened to me the seller wanted $4 extra. I said no - cancel and refund. They relisted and it sold for $10 less. He would've ended up ahead if he has just sold it to me.
