Ebay coupons?

When I check out on ebay, it has an area to enter a promotional code or coupon...what is this? How do you get one? I remember a week or so back the homepage said something about coupons for items, but I didn't understand. Is it something offered by individual sellers? or something offered by ebay?

If it is a current promotion right now, could someone please tell me where I search for a coupon?
