Are the restaurants that serve breakfast there and are there buffets?popcorn::

The Counter Service "Sunshine Seasons" definitely serves breakfast.

Character meals: The Princess meal in Norway

Other nearby buffets: Cape May at the Beach Club and the Captain's Grille at the Yacht Club(least expensive, no characters)

I also recommend going to either Cape May Buffet, Captain's Grill or Spoodles for breakfast. The only table service breakfast option at Epcot is the Storybook breakfast in Norway. And I could be wrong but I believe you have to put a credit card down for that one.

Another option would be Fresh over at the Dolphin. A bit further to walk but a "buffet".

The Storybook Breakfast is effectively a buffet: eggs, sausage, bacon & potato casserole are served family style at the table with seconds or even thirds available on request, and there's a help-yourself buffet with fruit, bread, pastries, salmon, herring, cold cuts and cheese.

From April the price goes up, but includes the photo package.
