Eating at hotels using HB standard vouchers and other question

I know you can eat at your own hotel, but could I, for example, use the monetary value to eat in the buffet service on offer at say Hotel New York and pay the difference?

Also, has anyone been recently to either Plaza Gardens or Restaraunt des Stars in the Studios? What is the food like?

Lastly, we are staying a refurbished room at the Cheyenne next month - has anyone been in one yet and can anyone confirm (I've read online about Texas Rooms but not sure if this simply means the refurbished ones) if WIFI is available in the rooms?

Yeah you can indeed.

The refurbed room we had did get Wifi, but I have a feeling that was from the Lobby, as it was poor signal

Thanks! Also, if we wanted to eat at Annette's (we're on the standard meal plan) can we simply buy what we want and use the value of the HB vouchers against this?
