It looks like PayPal is wanting to get their users familiar with their MoneyPak card (a stored value prepaid card which can be purchased at most major retailers and the card's funds can be loaded to your existing PayPal account).
In fact, PayPal is willing to give you $10 to give it a try (as the MoneyPak will cost you around $5, your gross "free money" would be $5).
