What has been the easiest transportation option from IAH to Galveston? Does DCL have a shuttle?

Yes, you can buy transfers from DCL

We used Galveston Express from Hobby Airport. They also serve IAH. They have regularly scheduled service, about once an hour, at least from Hobby.
