Early park entrance

I haven't been to Disney for quite some time. The park hours show early entry as 830am on the days we are staying. Is this just for resort guest or is this something new?

If park hours start at 8:30AM, Early Theme Park Entry for Disney Resort Guests start at all 4 parks at 8AM.
