Early park admission without a Universal package

Just trying to confirm what I think to believe is true:

Is early park admission linked just to the hotel and not to the ticket being purchased through Universal? IF I book an "early park admission hotel" such as Holiday Inn & Suites but then buy my park tix through undercover tourist or another outside source, will I still have early access to the parks?

you get early entry with onsite hotels, and it's only linked to your room key, so room = perk
but I don't know about offsite/partner hotels

ETA : after a bit of research, it looks like you do need to book a package in order to get Early Entry with patrner hotels like the Holiday Inn & Suites

you could book the room at Cabana Bay Beach and tickets from another source and still get EE as CBBR is a Universal Hotel, but with a partner hotel you need to book a package (hotel+tickets at the same time)

somebody might confirm for partner hotels.

Some of the packages that UO sells for neighbor/ partner hotels stay, do include EE
 
You can't just book Holiday Inn and Suites and then get tickets somewhere else and get EE. You need to book them both through the Universal website packages.
