Fastest?? A cab. If you don't want to take a cab, then take a bus to DHS and then either walk (about 15-20 mins) or boat (20-40 mins) from there to YC/BC.

I guess it all depends on time of your ADR. The buses start running by 6:30 am. But, it will take much less time, and effort, to get a cab. The cab should be about $15 or so, not including tip.
 
Cab for 11 people is expensive

Providing that information in your initial request would have been helpful.

You would need two taxi vans, so yes, it would be expensive but couldn't the cost be split up among the adult riders?

Otherwise, use Disney transportation per goofy4tink's recommendations and allow enough time for the trip over to Cape May.
 

Well, you said 'fastest way' not cheapest way. If I had known you had 11 going, my answer may have been different. Two van cabs will still be fastest, but certainly not inexpensive.
Depending on the timing of the ADR, using Disney transportation will be the method of choice. Leave at least an hour to get from your POR to YC/BC....75 mins would be even better. You could have a wait of 20 or so mins for the DHS bus to come..then 10 mins on the bus, then a 15-20 min walk to YC/BC..or if the boats are running...up to 20 min wait for the boat to come, 5 mins or so to board, 15+ mins to YC/BC. And you are supposed to be at the restaurant podium about 10-15 mins early.
You could possibly make it in 35-40 mins, but everything would have to line up just right.
 
If it's an early a.m. breakfast before the boats have started sailing, you will be able to get a bus from DHS to the BC. Just tell the bus driver on the bus into DHS.

The boats start about 1 hour before a regular DHS opening, or about 1/2 hour before EMH mornings.
