Has anyone bought E-night tickets at guest services without staying on-site? Also, is the DTD Courtyard a hotel that you can get these tickets with? Another unrelated question, what kind of bottled water do they sell at the world? I can't remember.
The bottled water is Zephyr Hills. (Or maybe it's one word, but it's something like that.) Personally, I don't like it. I bring my own water. I'll be happy if Coke ever decides that Disney should be selling Dansani, since it's a Coke product.
Can't help you with the e-ticket questions, since we've only stayed on-site.

Unless you stay onsite ( including the DTD resorts ) , you will not ba able to purchase e-night tickets, that's one of the few perks left for onsite guests. Furthermore and even if you for some reason can buy the tickets , I remember when I went to exchange my ticket for the wrist band at the magic kingdom , I was asked to show my resort ID, without that they wouldn't give me the band.
In order to purchase your E ticket night tickets at Guest relations, you must present a valid hopper ticket, as well as your resort ID... one for each person you are purchasing tickets for. So no, unless you are staying at a WDW or DTD resort, you can't attend e-ticket nights.
It's my understanding that the hotels in Downtown Disney don't allow charging to the room key, or have package delivery. You can get E-night tickets, and in the distant pass could use the Early Entry mornings.
I noticed that the E nights for august and sept, are tues. and fridays. Does anyone know if this is typical, year round? Or do the days change? We are planning a trip and would like atleast one E ride night. Just curious, for any of you who may know.
