"E" ticket nights? Any rhyme or reason to early hours

Does Disney still do those "E" ticket nights where you pay extra and can stay in the park? Also when will the late night/early morning park hours come out? I am curious do they do something like every Tues MK is open early, Every Thurs. its Epcot? Is there any rhyme or reason??

You do not have to pay extra anymore. You just have to be a WDW resort guest.
