E Night for Off Site Guests??

I read something that stated that e tickets were sold at the resorts, and if any were available the day of, they would be sold at the parks themselves.

If they are sold at the parks, does that mean anyone can buy them at that point, or just on site guests?

The info wasn't very clear.

They are only for Disney Resort guests. If they are purchased at the Magic Kingodom you must have a resort ID.
Most people purchase them directly from their Disney Resort.

Nope. They are for on site guests only.
