You are speaking of the AVERAGE height for a young child. I know of 2 kids (now older) that were 38" when they were 2 years of age. One hit the height requirement at 2years and 2 months and the other one hit the requirement when she was 2years and 10months. They are now 4 1/2 and 3 1/2 and look as if they could be 6 and 5 years of age. Every kid is different so you can't make a blanket statement like that without knowing all the facts. This is why there is no age restriction - because every person grows at a different rate. My nephew was under 38" until he was 5years old.

OP - If your 2year old is tall enough they can ride. The question is will he/she like it or even want to go on it? My 3year old went on it, I figured she'd love it, and screamed in fear almost the entire way. She liked the mine with the 7 dwarfs but was scared of the FAST train (her words). You know your kid better than anybody else so I'm not going to start preaching to you. Hope your family enjoys it and have fun!
 
Due to my frequent trips to WDW solo, I have been the stranger sitting next to you!!! Usually the child is so anxious or excited about the ride, they don't even notice I am there. I have even been able to calm down a few and have high fived after the ride. Nothing like sharing a 90 second ride with a stranger to make you friends. If only for a moment. I just wonder about the ride pictures and how many living rooms, bedrooms or hallways I am in as that "woman who sat next to me" on the ride.

Wow who knew we had so many experts on normal heights of 2 year olds?

My 2 year old (3 in Oct) is 38" already. According to the percentile calculator he is at the 74th percentile for height. So not only is that normal, there are also plenty of 2 year olds even taller than that! I'm excited for him to ride 7DMT this year. It will be the first time for all of us.
 

I would just have your 7 year old ride in a seat by herself (so you can all go on it together) if she's okay with it. Just show her a photo or video of the ride, point out how close (and within sight) you will be to her, and talk about how you will all be together in line, getting on the ride, riding on the ride, and getting off together. I wouldn't phrase it as her riding alone, but her sitting in her own row with someone else b/c she is the big sister.

As the mom of a 1 year old (and don't worry everyone - he's not a 38" 1 year old :earboy2:), I'm usually one of those single riders using child swap, and I'm never felt uncomfortable sitting next to a stranger. Most people are extremely nice and will smile or say a quick hi, but beyond that, it's not like you have time to have a conversation. You don't end up really talking or looking at them at all... Just explain it all to her, and have a great trip!

Umm, thats so arbitrary. My 3 year old girl rode last year. So, yes its possible a 2 year old is 38 inches, and the parent who SAID the child was tall enough is probably competent enough to know how to check the height of the child.
 
My daughter turned two last week, and she is 37". She grew four inches in three months. If this continues, she'll be old enough to go on the ride when we go in November.
