The height requirement is 38 inches and the avg size of a 4 year old is 39 inches.
You are speaking of the AVERAGE height for a young child. I know of 2 kids (now older) that were 38" when they were 2 years of age. One hit the height requirement at 2years and 2 months and the other one hit the requirement when she was 2years and 10months. They are now 4 1/2 and 3 1/2 and look as if they could be 6 and 5 years of age. Every kid is different so you can't make a blanket statement like that without knowing all the facts. This is why there is no age restriction - because every person grows at a different rate. My nephew was under 38" until he was 5years old.
OP - If your 2year old is tall enough they can ride. The question is will he/she like it or even want to go on it? My 3year old went on it, I figured she'd love it, and screamed in fear almost the entire way. She liked the mine with the 7 dwarfs but was scared of the FAST train (her words). You know your kid better than anybody else so I'm not going to start preaching to you. Hope your family enjoys it and have fun!

Most people are extremely nice and will smile or say a quick hi, but beyond that, it's not like you have time to have a conversation. You don't end up really talking or looking at them at all... Just explain it all to her, and have a great trip!
