DVC Tourist Charter?

I was looking at the new price for an AP with the DVC discount, and there is a separate category called "DVC Tourist Charter". That ticket price is about $45. cheaper. I never noticed this before. Does anyone know what this is?

The Charter APs are only available to those individuals that have had an AP and renewed it every year since they were first offered.
