What's the lowest amount of points you can purchase from Disney? Howmuch would the down payment be for something like that? What are current prices for the available resorts? Any new incentives? Can you still use referrals?

160 points is the minimum.

Assuming you qualify for the lowest downpayment -- 10 percent -- your downpayment for 160 points would be $1792. Downpayment is calculated based on the full price of $112 per point, even if you get a discount, so the downpayment is a steady $11.20 per point, whatever the ultimatel final cost. (This assumes a purchase at one of the new resorts, which have a $112 base price. If purchasing at one of the "sold out" resorts, the base price is lower and thus the down payment is lower, although you'd likely do better buying resale.) Closing costs are $250 to $350, depending on whether you finance.

For 160 points, the price per point at the new resorts with a referral depends on resort, from a low of $90 at VGC to $93 at AKV to $101 at BLT. There is very credible evidence, though, suggesting that these incentives will go away in a few days, at which point you should expect to spend at least $6 per point more -- although there is a smaller incentive if you purchase with disney visa. Incentives, though, can change at any time.
 
A few have posted you can still buy into AKV or SSR with a 100 point min. for a new member. The incentives aren't as good though. You'll need to check with your guide for the current discount for 100 points.

We did this last year to start a new master contract under a different UY.

As of today, there are still incentives being given for new members who have the name of a current member as a referral.

However, since it is rumored that the current incentives will end on the 20th (and no one knows what will be put in its place, if anything), there may or may not still be a benefit for having a member referral when the changes happen.

Depending on the resorts you are considering, buying through Disney is probably going to cost you more than going the resale resort, unless you are buying one of the new ones--BLT, VGC, and AKV.

SSR and the older resorts are much cheaper if you buy through resale. Of course, one of the current drawbacks with this plan is if you need financing. I have heard that the company that worked with some of the resale brokers is not offering time share financing right now so unless you have another option or can pay cash, resale might be difficult.

jmho I'd first do what poster Acdsny suggests, contact DVC guide to see if you would be able to purchase into AKV or SSR with just 100 points if you are hoping to finance the contract. Other than that, unless it is in fact possible to buy-in at 100 pts at either of these resorts, you'd have to purchase 160 points minimum on direct purchase through Disney. If you purchase on resale market you can buy into DVC with any size contract that may be available for sale, your membership will be treated exactly the same so no worries there and you may save a substantial amount of $ over Disney's prices. You can always add-on points in the future if you decide you do need more either by purchasing your add-on contract(s) directly through Disney with 25 pt min with cash purchase or 50 pt min if you want their financing (& there presently is no closing costs/fees for add-ons purchased through Disney) or you can also add-on more points by purchasing additional contract(s) on the resale market. The board sponsor, The Timeshare Store, is an excellent and knowledgeable resale agency for DVC, many posters here and myself included have purchased through them.
