DVC Perk Changes

Do the perks normally change at a certain time each year (like packages, pricing, park tickets, etc do) or have they been known to change at anytime?

Typically the dining plan changes on 1/1 when Disney changes their plans. The AP discount goes by when Disney changes ticket prices, the past 2 or 3 years it has been early August. Dining or merchandise discounts can change at any time.

The valet parking perk was eliminated with no notice last year. People who parked one night were shocked to find out they were going to have to pay to get their car back!

I think what she is asking is does Disney have a set time of year when you can expect changes to be announced for DVC perks. Her examples above meaning that we know in August that 2011 rates will be released as will increases to park tickets.
