DVC on the west coast

Has there been any talk of bringing the Disney Vacation Club to the West Coast at the Disneyland Resort?

they had plans - but I got told that Calif law was the problem - DVC only lets outsiders lease the land - Calif laws require they sell it. DVC won't do this - so no Calif DVC.

Someone also posted previously that CA laws require that timeshares not expire and DVC memberships have an expiration date.
