Can DVC members upgrade staterooms at the port like cash cruisers? (booked the cruise with points)

Yes. The price difference is based on the category you booked (cash or points) vs the category you want to upgrade to.

We just upgraded at the Port in Dover, England for our 12 day Baltic Cruise.

This is a rounded up estimate of the upgrade costs for the 12 day:

Category 11 upgrading to:

Category 5 (clear verandah) - $1100

Category 6 (solid verandah) $980

Category 7 $650

We went with the Category 7 and were very happy!

We're currently in a Cat. 11 GTY, but now DH thinks we'll miss having a balcony.

DH and I have always had a balcony, and we were stressed at the thought of 12 nights in an inside room on the Baltic. So, having the Navigator's Verandah worked out perfectly for us.

The amounts I posted are the prices to pay at the Port for the upgrade. It was the price for the stateroom, we had the two of us in there. We had booked the Cat 11 fully on DVC points, and this is the price to pay whether you booked via cash or points at the Port. Well worth it, IMHO.
