They said last year there was no plans to open the Spa at this time.

And DVC does not have any input on hotel decisions like the tea room.

The Spa iteself was never part of the association. It appears to me that the space itself is a commerical space of the assocation. Since it is currently vacant, I believe that it means the cost would be part of the operational costs to owners...when Senses ran it, they were responsiblity for the expenses.
