During MK Phase A closure where all the parking lots full?

While driving to WL I've noticed all the MK parking lots and imagined how crowded the park would be if there were cars in all those spots along with people entering by bus.

Has anyone seen all the lots full? Do they really fill all of them?

We live nearby and went to some of the parks over the Christmas/New Years holiday. At times they were turning around people at the MK parking toll booths and sending them to other parks. When we drove by the MK parking area it sure looked like it was completely full.

There is provision for diverting Magic Kingdom bound cars to Epcot for overflow parking. Guests would then take the monorail for MK.

I'm not sure whether invoking this procedure is always simultaneous with invoking MK stage 1 closure.
