How reliable is touring plans predictions on refurbishment dates? They state Dumbo to be closed Jan 8th to April 27, 2018. Every other website and article I've read just says TBD or reopening early spring. I assumed early spring was before late April :/ We go April 21-25 and I'm really hoping it's open since it's my daughter's favorite ride!

I think they are just guessing, as no firm dates have been provided. If the 27th is correct, then you could try crossing your fingers they do soft openings during your trip! I would just keep watching and waiting though (and I’d bet that they add Fastpass when the queue refurb is complete).

I am devastated that Dumbo wont be running when are there in 2 weeks

Plan for it to be down. It is not uncommon for a long refurb like this to go beyond initial projections, so even if they got a date from within Disney its reliability is sketchy at best. Personally, I'm a plan for the worst (we all remember the PP update...) hope for the best person.

I know.. it's such a bummer when you plan a trip and find out right before a favorite ride will be down. I hope you still have a great trip!!
yes and especially when its a sort of once in a lifetime trip...theres a lot down & closed I am quite disappointed. To travel 14 hrs on a flight with 3 kids all looking forward to Disneyland and seeing pics of the park online then to get there & for it to be completely different & not fully functional.
Does this mean the other rides will be very busy & long waits?

What’s wrong with it? Why a big refurb?
They are moving the queue a bit to be tucked farther back (improves traffic flow in Fantasyland) and will build shade covering for the queue. It will be a nice improvement on sunny days when that line was very uncomfortable to stand in. I assume they will also take the opportunity to fine tune/freshen up the ride mechanics, paint job, etc.

Yeah, it seems to be a priority right now for the Disney guest comfort team to add more shaded areas for queues and seating spaces. So, expect to see as things go down for refurbishment to get queue adjustments!

That will Be an improvement!

According to the Disney Parks Blog -

Main Street, U.S.A., vehicles and Dumbo the Flying Elephant will reopen in late winter and early spring, respectively.

What they consider early Spring no one knows ;)
