Dumbo cards

Ok - I rode Dumbo for the first time on my last trip. What is the purpose of the little cards/chips that they hand you that you place on the wing and they pick up before starting the ride?

These are to make sure the CM's do not let more people into the pre-loading area than can actually get on the ride. There are 18 elephants and they have 18 cards.
