Duh....can't remember how to outline my words!

Help! I can't remember how to outline my words! I outline them but they are only black outline. How do I color them? Like I said, Duh!!?!?!?!?!

Oops...I forgot such an important part!! I am using Photoshop Elements 5.0. Thanks!!

I'm using Elements 6.0. Outline is called "stroke" and is either under the edit tab or as part of a layer style depending on what you are doing.
