I go in every morning turn on the light and tell the boys they have 5 minutes to be up.
Then in 5 minutes I go and get 1 ice cube for each.
Then I stick them inside their PJ bottoms. They aren't long getting up.
They haven't been late for school since.

Not an expert on this by any means but you probably also need to figure out how easy it is to get out of the airport/city area and get on the road - traffic may be a bigger issue than actual distance.

Def not BWI you have a ton of tolls and two cities worth of traffic to go through, PHL will also be a huge mess, stick with Harrisburg if at all possible. The gas, tolls and time will make up the difference in flight cost.
