DTD hotels and dining plan

Are the Downtown Disney hotels/resorts, like the Hilton, eligable for the dining plan or do you have to stay WDW property?

The DDP must be part of a pkg that includes reservations at a Disney hotel and park tickets. The only exceptions are that AP holders and DVC members can add the DDP, without purchasing park tickets. But they still must be staying at a Disney resort. Even the Swan and Dolphin guests are not eligible for the DDP.
