I'll make it simple for you. There are no Verizon Android devices that support Skype video currently. For Skype video on Android you need a forward facing camera and Android 2.3. While many devices will receive upgrades soon to satisfy those requirements, currently the only Android devices that will work are:
Samsung Google Nexus S, HTC Desire S, Sony Ericsson Xperia neo, Sony Ericsson Xperia pro.
None of those are on Verizon.
The Thunderbolt will be Skype video chat enabled very shortly, so that is the only device I could safely say you could buy and be able to Skype video chat. Several others you probably will be able to, but I can't say when you can reasonably expect to receive the update to enable this.
As Skype video on the phone seemed to be a big seller for you, getting the unlimited data plan is essential. You would easily go over the 2GB base plan doing video skype just a few times a month along with the other smartphone activities. You could do Skype over wifi with no issue, but it seemed like mobile Skype was key to you. You need to see if the iPhone on Verizon allows for Skype video over 3G. (I think it does) You should also set reasonable expectations for how the video will look over seas. It won't be like watching a youtube video.
