Are you asking whether the DDP a limited offer, capable of being sold out?
To my understanding, no. The DDP is open to anyone staying on site who cares to book it.
FREE dining, on the other hand, looks to be limited: a certain number of rooms at particular resorts. We should know more about that in the next day or so.
