Can you use the Dining plan for restaurants in downtown Disney?

Yes, as long as the restaurants accept the DDP. I believe most do. The online brochure will list them out for you.

Note: for the 2014 brochures the list of participating restaurants is incomplete. It currently lists only the Disney operated restaurants. The third party restaurants have until the end of the year to negotiate their contracts so you probably won't see a complete list until December.
