They are mandatory if you book direct through the hotels.
However when we booked a package with VH there was no mention of any additional fees to pay on check in (and we did sit and read through those annoyingly long t'&c's!). So in this case the resort fee is build into the price of your holiday. However they always tried to charge this on top - when we showed them the brochure they always quickly removed the additional fees.
I would therefore assume its the same with first choice. They cannot charge you additional fees on check in unless you have been made aware of it by the travel company first.
