Dollar vs Budget

Is there REALLY any major difference between the two in regard to Customer Service etc?

Dollar will usually, eventually realize that the customer is right. Budget has a tendancy to actually scream at the customer and make a scene. This does include in the manager. Also, to Budget, smokefree car means one filled with ashes. Dollar's cars are generally cleaner. At least in our experiences.

We have not used Dollar but did use Budget once for a one way rental to Port Canaveral. The line was short and the counter service was good. They didn't do a big push on the insurance. They upgraded us from an economy car to a big Ford Taurus. It had almost 17,000 miles on it and a shimmy at expressway speeds, but we figured that the extra space made up for it. Overall, not a bad experience.
