Dollar Express Needed to go Right to Parking Lot?

I have Dollar Express and have bypassed the desk in the terminal for years. My BIL just reserved from Dollar for next month, first time with Dollar. Does he need to get Express to go right to the Kiosk in the lot? They arrive the afternoon after we get there and I want to save them time.

I don't know for certain, but we rented from Dollar a couple weeks ago and didn't do express and we had to stop at the desk in the terminal first.
