Unless the dog is a service dog, the answer is no. There are designated areas to walk non service dogs around the dog friendly resorts (the Yacht Club in this area.) The Boardwalk Inn and Villas isn't one so there are no designated areas over there.
Maybe according to the rules only service dogs, but I have seen numerous times people walking their dog (non service dogs) on the boardwalk. And really, who is going to say anything to them. Maybe a security guard, but then again I can't remember the last time I saw a security guard "patrolling" the boardwalk.Only service dogs.

for people that are allergic service dogs are allowed at every resort just not petsJust because some people break the rules doesn't mean they should be disregarded. Some people are allergic to dogs that's why they aren't allowed at every Disney hotel. If you're staying at the Yacht Club with your dog you should walk your dog in the approved areas at the Yacht Club.
You can always tell a service dog from a non-service dog by its behavior, as mentioned by @P'colaBeachBum cola.We stay at YC anywhere from 2 - 4 times a year. We go to the Boardwalk to eat or pass by on the boat often. We do not see dogs being walked on the Boardwalk. But service dogs don’t always have a vest on. So any dogs you do see could very well be service dogs.

service dogs can be anywhere even in restaurants. for anyone allergic this could be a problem but they are allowedThat’s true, but someone just casually passing sees “all the dogs”. Just pointing out that even if you do see “dogs all the time”, they very well might be service dogs, even if they don’t have a vest on. So just casually seeing dogs on the Boardwalk doesn’t mean pets are allowed or that no one cares.

A dog walking outside service dog or not. Is not going to cause allergic reactions. We aren’t talking about being inside or so. If someone is allergic to a dog or etc. It’s their responsibility to stay away.. Service dog or not. Like folks allergic to fragrance. Well, they aren’t banning perfume from WDW...... all the dogs we see at resorts aren’t all service dogs. Same as in a plane. It’s really not an issue. We have dogs at many resorts. But the board walk is a nice place to stroll.

As we see all the time on this board and in real life, there will always be people who believe the rules don't apply to them.I have had this situation happen to me... I was walking on the boardwalk between the Y&B club resorts. Someone had their little yapper dog on a retractable leash. As I walked by, giving as wide a berth as I could, even going onto the grass, the owner allowed their dog to run up to me and it licked my leg. So, tell me, how am I supposed to "avoid" the dog and why is it my responsibility to do so and not the owner's to keep them by their side? I am not allergic to dogs but my husband is extremely allergic. That lick, if it had happened to him, would have made him break out in a horrible, painful rash and would have triggered his asthma. The thing that dog lovers need to realize is that we don't all love your dog. And I don't think that it is cute to see Pluto petting a dog. I see the potential of cross contamination.
