I actually see quite a few service animals that don't have vests or tags. We are also asked regularly to approach the dogs and pet them, even with the vests on. According to the trainers we've run into it helps them become acclimated to having random people approach them. No one wants a service animal that is aggressive.
I'm sorry that Mugglemama has problems with dogs in her neighborhood, maybe the police need to be notified that people are letting dogs off the leash. We do let our "big" dog (he's about 42 lbs, but our little dog is about 10 so we call him big LOL) off leash when it's allowed BUT he's very well trained and comes back as soon as we call him, our little dog on the other hand is not allowed off leash because she doesn't come back. I can't imagine letting my dogs run over and lick anyone's faces, it makes me crazy when little tries to lick my face without me asking for kisses........
