Got this from TTS listing:

How could he borrowed points from 09/2007 points?

It looks like the use year of the contract in question is Sept., so as long as the reservation was starting sometime on or after Sept. 1st of 06 he was able to borrow points for that stay. Meaning the person has had five months to make reservations at their home resort for a stay after that date and one month for all others. Remember use year doesn't have anything to do with when you can make reservations it just determines which points you use

Looks like this happened because a reservation was cancelled. The 164 reservation points are from a cancelled reservation outside of DVC, for example a cruise. These points cannot be used for a DVC resort. They must have used their 2006 points.

That would be correct. Reservation points are created when a non-DVC resort is reserved. If those points are returned to the account when the reservation is cancelled, they remain as reservation points.

Looks like there are 164 points that cannot be used to book a DVC-Reservation, and 31 points that can be used to book a DVC-Reservation. It appears all points are in the 2006 use year and must be used by the end of August, 2007. The next allotment of points won't occur until September 1, 2008 (but those points could be borrowed to make a reservation sometime between 9/1/07 and 9/1/08)
